Long distance calling back online after mishap in Sudbury

Officials with Tbaytel say a problem with long distance dialing has now been repaired. 

At about 2:30 p.m. Monday, crews cleaning up a train derailment near Sudbury accidentally cut an underground cable. 

That mishap affected most long distance calls by Tbaytel customers. 

The cable was temporarily repaired at about 4 a.m. Tuesday, and Tbaytel officials say the permanent fix should have been completed by the end of Tuesday.

Unrelated, but with the new 2 dollar fee for paper billing from Tbaytel, does this mean we can leave Tbaytel Cellular service, as this is a change in our contract? I ask, because when I originally singed up, I agreed to a certain contract, that included a paper bill. Now waiting to charge me for this paper bill, means that the terms of the contract have changed, and I have 30 days from first notification from my carrier to leave, ETF free.

It's not a material change to your service, so no you cannot walk away for free.

If you read your service agreement, you will not see a free paper bill mentioned anywhere in the TOS.

A material change to your service is when you sign for a service and then the service is modified or changed affecting you in negative manner. IE - your contract states you get Unlimited Canadian text to all mobile numbers in Canada. If your provider then restricts your texting to 807 numbers, that is a material change.

But I am baffled by a cut cable cut in Sudbury causes us here not to dial long distance.
What kind of technology is this?

The same kind of technology that doesn't let you surf the web when the servers aren't working in the routing centres. Nobody has a direct connection, everything goes through repeaters and routers.
