To the editor:
Highest and best use...The city used this real-estate phrase over and over again to justify the redevelopment of Marina Park, which included the selling of the very best part of our publicly owned park land.
I could only hope that our new council will apply the "highest and best use" policy when spending our hard earned tax dollars.
It is only right that the majority of city taxpayers realize a tangible benefit from these expenditures, not just a few.
