City police officer charged with assault on 61-year-old man

The Special Investigations Unit has found reasonable grounds to charge Const. Ryan Dougherty with assault causing bodily harm for an interaction in November 2022 that sent a 61-year-old man to hospital with serious injuries

THUNDER BAY — A Thunder Bay Police Service officer is facing charges related to an incident involving a 61-year-old man late last year.

According to a media release issued by the Special Investigations Unit, Const. Ryan Dougherty has been charged with assault causing bodily harm.

The SIU launched an investigation in November 2022 after a man sustained injuries following an interaction with the Thunder Bay Police.

The incident took place in the early morning hours of Nov. 8, 2022 on Oliver Road near the Thunder Bay Regional Health Sciences Centre.

An interaction occurred between Dougherty and a 61-year-old man. The man later went to hospital and was diagnosed with serious injuries.

SIU director Joseph Martino found there are reasonable grounds to lay criminal charges against Dougherty.

Dougherty joined the Thunder Bay Police Service in August 2019. 

The Thunder Bay Police Service is not able to comment on the matter as it is before the courts. Dougherty is currently on non-front line administrative duty. 

Dougherty will make a court appearance in May. The SIU will not provide further comment now that the matter is before the courts.
